What is this?

US Gulf HSFO is high-sulfur residual fuel oil assessed by Platts in Houston — a refinery residue, not ULSD diesel. The ICE future cash-settles to the average of Marketscan “USGC HSFO” (Houston) quotes. Since 2017 the assessment has followed RMG 380 at 3.5% sulfur.

IMO 2020 capped bunker sulfur at 0.5%, except for ships fitted with scrubbers. Refiners and bunker merchants hedge Gulf residual here; the contract remains heavy fuel oil, not compliant marine fuel.
