What is this?

Palo Verde is the Arizona desert hub, west of Phoenix: the nuclear plant’s 500 kV switchyard, a WECC trading node for the US Southwest. Nuclear on baseload, desert solar, a summer peak from air-conditioning. The contract tracks the ICE day-ahead peak index in Western peak hours: Monday–Saturday, 6 a.m.–10 p.m. Pacific, excluding NERC holidays.

Southwest utilities hedge that peak here. This is not SP15, CAISO’s southern zone.
